Fuga de petróleo en SM/Oil leak in SM

Una fuga de aceite procedente de una tubería subterránea que pertenece a la Refinería de petróleo Phillips 66, fue descubierta la mañana del miércoles cerca de la intersección de las calles Foster Rd. y California Boulevard de Santa María.
La empresa petrolera dice que el oleoducto corre crudo de los yacimientos situados en el área de Orcutt hasta su refinería de Nipomo Mesa.

«Hemos quitado la acera y hemos eliminado la suciedad, desde entonces hemos identificado y quitado la parte de la tubería que se rompió”, indicó Grothe acerca de la campaña de limpieza.

Así, la Phillips 66 asegura que ha colaborado con todas las autoridades pertinentes en los esfuerzos de limpieza y de investigación.

«Nuestro próximo paso es fijar la tubería, probarla y cerciorarse que es seguro regresar a las operaciones», dice Grothe.

La compañía no ha revelado aún cuantos años tenía la tubería rota o la fecha de la última inspección de corrosión que se le hizo a la misma.

La Phillips 66 ha tenido pocos derrames importantes desde que comenzó a operar en la zona hace unos 60 años.

«Tenemos un centro de control altamente sofisticado y somos capaces de controlar nuestras tuberías de forma remota. Nos sentimos muy orgullosos de operar nuestras instalaciones a un alto nivel, ya que ponemos a prueba continuamente y monitoreamos las tuberías, cerciorándonos que estén seguras para operar», indicó la funcionaria.
De acuerdo a las autoridades pertinentes la fuga fue reportada por primera vez el martes a eso de las 9:45 de la noche por un transeúnte que vio el aceite en la acera.

El oleoducto fue cerrado poco después que expertos llegaron al lugar, así como inmediatamente se estableció contacto con las agencias federales y estatales correspondientes.
El personal de la Phillips 66 estima al menos un barril de petróleo crudo fue derramado, es decir alrededor de 42 galones.
Los funcionarios están actualmente monitoreando la calidad el aire que rodea a la zona, pero dicen que a pesar del fuerte olor generado por la fuga, la comunidad no debe preocuparse.

«El monitoreo del aire indica que no hay riesgo para la salud de la comunidad», indicó Janet Grothe de Phillips 66.
Así, cuadrillas de limpieza excavaron el sitio para llegar hasta la tubería e identificar de la causa de lo que funcionarios de la Phillips 66 están llamando una fuga de petróleo, y utilizaron palas para quitar el petróleo que yacía sobre el suelo.

An oil leak coming from an underground pipeline belonging to the Phillips 66 Oil Refinery, was discovered Wednesday morning near the area of Foster Road and California Boulevard in Santa Maria.

Phillips 66 says the pipeline runs crude from oil fields in the Orcutt area to its refinery on the Nipomo Mesa.

«We removed the sidewalk and we removed the dirt», Grothe says about the cleanup effort, «we have since identified the portion of the pipe which leaked, we are in the process of removing it.»

Phillips 66 says its working with all relevant authorities in the cleanup effort and investigation.

«Our next step is to fix the pipeline, to test it and inspect it to ensure that it is safe to return to operation», Grothe says.

The company has not yet revealed how old the pipeline is or when it was last inspected for corrosion.

Phillips 66 has had few major spills to speak of since it began operating in the area some 60 years ago.

«We have a highly sophisticated control center and we’re able to control our pipelines remotely», Grothe says, «we take great pride in operating our facilities to high standards, we continuously test and monitor the pipelines and ensure that they are safe to operate.»

 The oil leak was first reported on Tuesday at about 9:45 p.m. by a passerby who saw oil on the sidewalk. The pipeline was shut down shortly after the discovery, and the appropriate state and federal agencies were contacted.

Phillips 66 personnel estimated that less than one barrel of crude oil was spilled. That’s about 42 gallons.

Officials are currently monitoring the air surrounding the location, but say that despite the strong odor in the area, people shouldn’t worry. «Air monitoring indicates there is no health risk to the community,» said Janet Grothe with Phillips 66.

Clean-up crews excavated the site to get to the pipeline and identify the cause of what Phillips 66 officials are calling an oil release. They used shovels to dig up the oil that oozed into the soil.
