Oficiales del Departamento de Policía de Oxnard (OXPD) y dos Equipos K-9 respondieron a una llamada relacionada con un delincuente buscado dentro de una residencia en la cuadra 1100 de North A Street.
Los agentes se pusieron en contacto con un miembro de la familia que confirmó que el delincuente buscado, Pablo Vasquez, de 29 años, estaba dentro de la residencia con otros dos familiares.
Vásquez tenía dos órdenes judiciales pendientes por su detención (amenazas terroristas y amenazas a oficiales con violencia).
Uno de sus familiares dijo a los oficiales que estaban preocupados que los miembros de la familia dentro de la residencia estaban siendo retenidos contra su voluntad.
Después de aproximadamente una hora, los agentes pudieron contactar con los dos hombres que estaban dentro de la residencia, a quienes luego rescataron sanos y salvos.
Los miembros de la familia confirmaron que Vasquez se escondía dentro de la residencia, después que los agentes hicieron varios anuncios para que Vásquez se rindiera, pero no cooperó.
Debido a la violenta historia del sospechoso, el perro del servicio de policía «Leo» fue traído entonces adentro para realizar una búsqueda.
Así, «Leo» rápidamente localizó a Vásquez que se escondía en un dormitorio en la parte trasera de la residencia.
Después de que «Leo» localizó a Vásquez, éste se rindió sin más incidentes, y luego fue trasladado a la cárcel del Condado bajo cardos de las dos órdenes judiciales pendientes por su arresto.
ARRESTADA POR ROBO DE IDENTIDAD
Después de una extensa investigación realizada por Investigadores Estatales de California, el Departamento de Salud y Servicios Humano y la Fiscalía del Condado de Ventura, finalmente el OXPD arrestó a Tamara Lynn Hill aka “Frazier” en su vivienda en el complejo de apartamentos Vanoni Ranch de Ventura.
La investigación comenzó cuando un residente de Oxnard informó que su identidad fue utilizada fraudulentamente por Hill para alquilar un apartamento en Oxnard en marzo de 2016.
La investigación llevó al descubrimiento que la colina también utilizó la información de la víctima para recibir fraudulentamente beneficios del estado de California por más de $10,000.
Hill ya estaba enfrentando varios cargos criminales no relacionados con fraude y robo de identidad en el Tribunal Superior del Condado de Ventura.
El detective Escalante, investigador de los crímenes financieros del OXPD, ha estado implicado en muchas de esas investigaciones y era el encargado del caso.

SANTA PAULA: HOMBRE MUERE
El VCSD.está investigando un tiroteo de oficiales involucrados que dejó a un hombre muerto el domingo por la mañana.
Alrededor de las 6:20 de la mañana, la Policía de Santa Paula (SPPD), respondió a una llamada de una persona sospechosa en el área de East Palm Avenue y Ventura Street.
Los oficiales llegaron y contactaron a la persona, más tarde identificada como un hombre de Santa Paula.
Por razones que no están claras se produjo un tiroteo, donde el hombre resultó gravemente herido, para luego morir por las heridas.
Su identidad aún no ha sido revelada.
Funcionarios del Alguacil dicen que no hay sospechosos o amenazas pendientes a la comunidad, y ningún oficial resultó herido en el tiroteo.
DELTOPIA DEJA VARIOS ARRESTOS
El Departamento del Alguacil del Condado de Santa Bárbara (SBCSD) publicó sus datos preliminares de la fiesta callejera no autorizada ‘Deltopia’, que tuvo lugar en Isla Vista durante el fin de semana.
Funcionarios aseguran que entre 7,000 a 8,000 personas llegaron, que es el doble de la proyección original de 3,500.
Se emitieron un total de 68 multas, 42 arrestos y 14 personas fueron trasladadas al hospital para recibir servicios médicos.
Esos números están en línea con los de 2016 donde se dieron 48 multas, 45 detenciones y 10 asistencias médicas.
Los totales recientes son dramáticamente más bajos que los de 2015 y 2014 donde se dieron más de 100 multas y 100 arrestos por cada año, y aún más bajos que los cerca de 25.000 personas que asistieron al evento en 2014.
El sábado, los agentes rompieron alrededor de una docena de peleas grupales, así como reportaron violaciones de la ley incluyendo el hacinamiento, el consumo de alcohol y artefactos que se lanzaban desde los balcones de las casas.
Las multitudes comenzaron a disminuir después de que la ordenanza contra el ruido entrara en vigor a las 6:00 p.m., y siguieron disminuyendo después de que miles de estudiantes abandonaran Isla Vista para asistir a un concierto patrocinado por la UCSB en el Thunderdome alrededor de las 7:00 p.m.
SM: FISCALIA NO ENCUENTRA NADA MALO CON TIROTEO
La investigación de la Fiscalía del Condado de SB sobre un mortal tiroteo de oficiales de Santa María en julio de 2016, lo ha declarado como homicidio justificable.
Javier García Gaona, residente de María María, fue asesinado por la policía después de una hora de enfrentamiento frente a una tienda FoodCo en Broadway.
Los agentes respondieron a una llamada de una persona sospechosa que actuaba erráticamente mientras sostenía un cuchillo cerca de un centro comercial.
Al llegar, los oficiales idearon un plan para contener y negociar con el sospechoso para mantener al sospechoso y al público a salvo.

Según las conclusiones de los fiscales, un informe toxicológico mostró que Gaona tenía metanfetamina en su sistema «en el momento de la muerte».
‘El Dr. Montez describió el nivel como una cantidad significativa de metanfetamina y declaró que podría causar un comportamiento agresivo, pensamiento irracional, hiperactividad, alucinaciones…», dice el informe.
Con relación al cuchillo que Gaona portaba al momento de los hechos, el informe añade.
«El cuchillo fue examinado más tarde por un detective, y no era lo bastante afilado como para ni cortar los guantes de goma que llevaba el detective».
El informe continúa detallando cada una de las acciones de los agentes involucrados que llevaron al tiroteo fatal y muestra una imagen de Gaona y las acciones antes del hecho mortal.

La familia Gaona ha presentado una demanda contra el SMPD y la Ciudad por negligencia y fuerza excesiva usada por los oficiales.

Officers from the Oxnard Police Department (OXPD), and two K-9 Teams from the K-9 Unit responded to a call regarding a wanted felon inside a residence in the 1100 block of North A Street.
The agents contacted a family member who confirmed that wanted felon, 29 year old Pablo Vasquez, was inside the residence with two other family members.
Vasquez had two outstanding felony warrants for his arrest (terrorist threats and threatening officers with violence).
One of his relatives told officers that they were concerned the family members inside the residence were being held against their will.
After about an hour officers were able to make contact with the two family members that were inside the residence and officers safely extracted them.
Family members confirmed that Vasquez was hiding inside of the residence, then agents made several announcements to get Vasquez to surrender but he was uncooperative.
Due to suspect’s violent history, police service dog “Leo” was then brought in to conduct a search of the residence. K-9 “Leo” quickly located Vasquez who was hiding in a bedroom in the rear of the residence.
After «Leo» located Vasquez, he surrendered without further incident. Vasquez was booked into county jail for the two outstanding felony warrants for his arrest.
ARRESTED FOR IDENTIY THEFT
After an extensive investigation with the partnership of the California State Investigators for Department of Health & Human Services and the Ventura County District Attorney’s Office, the Oxnard Police Department arrested Tamara Lynn Hill aka Frazier at her home in the Vanoni Ranch apartment complex in Ventura.
The officers served a search warrant
The investigation began when an Oxnard resident reported that her identity was fraudulently used by Hill to lease an apartment in Oxnard in March of 2016.
The investigation led to the discovery that Hill also used the victim’s information to fraudulently receive benefits from the State of California in excess of $10,000.
Hill was already facing several unrelated criminal charges of fraud and ID Theft in Ventura County Superior Court.
Detective Escalante, the Financial Crimes Investigator for the OXPD, has been involved in many of those investigations and was the one in charge of Hill’s case.
During the search warrant service, evidence was found indicating that many additional victims of ID Theft and mail theft have not yet been confirmed. Detective Escalante is requesting that anybody who believes that Hill may have stolen their identity for fraudulent purpose to please contact, (805) 385-7661.
In addition, evidence of illegal drug sales was discovered during the search warrant service, and Hill was later arrested for drug sales charges on April 7, 2017.
The woman is currently in custody with the VC Sheriff’s Department.
MAN KILLED IN SANTA PAULA
The Ventura County Sheriff’s Department (VCSD) is investigating an officer-involved shooting that left one man dead early Sunday morning.
At around 6:20 a.m., Santa Paula police responded to a call of a suspicious person in the area of East Palm Avenue and Ventura Street.
Officers arrived and contacted the person, later identified as a Santa Paula man.
For reasons that are unclear a shooting occurred.
The man was critically wounded at the scene and died from his injuries.
His identity has not yet been released.
The SPPD requested VCSD Crimes Unit to lead the investigation.
Sheriff’s officials say there are no outstanding suspects or threats to the community.
No officers were injured in the shooting.
DELTOPIA LEFT MANY ARRESTED
The Santa Barbara County Sheriff’s Department (SBCSD) released its preliminary numbers for the unsanctioned street party ‘Deltopia’ which took place in Isla Vista over the weekend.
Officials say 6,000 to 8,000 people showed up, which is around twice as many attendants as the original 3,500 projection.
A total of 68 citations were issued, 42 arrests were made and 14 people were transported to the hospital for medical services.
Those numbers are in line with 2016 totals which saw 48 citations issued, 45 arrests and 10 medical transports.
The recent totals are dramatically lower than 2015 and 2014 which saw over 100 citations and 100 arrests for each year.
The SBCSD said 20,000 to 25,000 people attended the event in 2014.
On Saturday, law enforcement officials broke up about a dozen large parties due to various safety concerns and law violations including overcrowding, underage drinking and debris being thrown from balconies.
Crowds began to thin after the enforced noise ordinance went into effect at 6:00 p.m., and continue to dwindle after thousands of students left Isla Vista to attend a UCSB sponsored concert at the Thunderdome at around 7:00 p.m.
NO WRONGDOING IN SHOOTING
The Santa Barbara County District Attorney’s Office investigation into a deadly Santa Maria officer-involved shooting on July 2016, has been ruled a justifiable homicide.
Santa Maria resident Javier Garcia Gaona was killed by police after an hour-long standoff outside a FoodCo store on Broadway in the City of Santa Maria.
The DA’s report states the following:
«Officers responded to a call of a suspicious person acting erratically while holding a knife near businesses in the City of Santa Maria. Upon arrival, officers devised a plan to contain and negotiate with the suspect in order to keep the suspect and the public safe.»
«… the suspect refused to comply with any of the officers’ commands. When officers deployed less lethal rounds on the suspect, the rounds had little effect on him. When the suspect ran towards officers holding a knife pointed at them, officers fired lethal rounds, striking the suspect, causing him to fall to the ground and die.»
«All of the officers’ actions were reasonable under the standard set forth in Graham based on the totality of circumstances in this case.»
According to the DA’s findings, «A toxicology report showed that Gaona had methamphetamine in his system» at the time of death.
«Dr. Montez characterized the level as a significant amount of methamphetamine and stated that it could cause aggressive behavior, irrational thinking, hyperactivity, hallucinations, inability to focus, and confusion,» says the DA’s report.
Regarding the knife Gaona was said to be carrying at the time, the report adds, «The knife was later examined by a detective.
The knife was extremely dull and was not sharp enough to cut the rubber gloves that the detective was wearing.»
The report continues to go into detail about each of the involved officers’ actions that led to the fatal shooting, and paints a picture of Gaona’s whereabouts and actions before the deadly standoff.

Gaona’s family have filed a lawsuit against the SMPD and the City for negligence and excessive force on the part of officers.
