After a six weeks investigation the Ventura Police Department (VTPD) arrested Juan Cuadillo Cisneros (65), for a felony hit and run when he fatally hit and injured Michael Pedigo at the intersection of Ventura Ave. and Prospect St.

On August 8, as officers arrived on scene, they learned from witnesses that the victim walked between two parked cars and into the northbound lane of traffic on N. Ventura Avenue.

A white four-door vehicle, struck Mr. Pedigo and immediately pulled over to the side of the road.

Without checking on the well being of Mr. Pedigo, Caudillo Cisneros left the scene in his car. Paramedics from Ventura City Fire and AMR who also responded administered first aid to Mr. Pedigo, and transported him to VCMC. At 0400 hours, Mr. Pedigo succumbed to his injuries and was pronounced dead at the hospital.

Everything cleared for the investigators on Monday when the Ventura Police Traffic Unit arrested Caudillo Cisneros under the charges of Felony Hit and Run and Destruction of Evidence related to the fatal collision that took the life of Mr. Pedigo around 8:37 p.m.

Through the investigation, Traffic Investigators located what they believed to be the white four-door vehicle involved in the collision.

With the assistance of Ventura Police Patrol Officers, the suspected vehicle was located in Ventura.

Caudillo Cisneros was stopped by Investigators in the vehicle Monday morning and damage consistent with the collision was located.

After seizing the vehicle for evidence, Traffic Investigators discovered the front windshield had recently been replaced and Juan Caudillo Cisneros was determined to be the driver of the vehicle and had the windshield repaired following the collision.

At this time, it does not appear that Caudillo Cisneros was driving under the influence of drugs or alcohol at the time of the collision.

He was booked at the Ventura County Jail.

A DOCTOR AND 16 OTHERS ARRESTED FOR SOLICITING PROSTITUTION

Early this week a dentist and 16 other men were arrested for prostitution related crimes as part of an on-going effort in Santa Barbara County to reduce the amount of victims being abused by human traffickers, the SB Sheriff’s Office announced.

The arrests are the results of a two-day undercover operation conducted by the Special Investigations Bureau and Criminal Investigations Bureau in the City of Goleta on September 20 and 21.

According to the Sherrif’s Office the purpose of the operation was to curb criminal activity related to purchasing sex.

The Sheriff’s Office was assisted by the Santa Barbara Police Department and the Santa Barbara County District Attorney’s Office.

Among the arrested was Dr. Davis who also was found to be in possession of a loaded needle containing suspected fentanyl and methamphetamine and was booked on an additional charge of possession of a controlled substance.

He posted $20,000 bail and was released.

The men range from 19 to 78 years of age and reside in different areas of the county.

For this particular sting, investigators placed an online ad on several websites known for online prostitution related advertisements.

The advertisement announced the availability of a female willing to engage in sexual acts in exchange for money.

Once the ads were placed, an undercover detective negotiated a sexual act for an amount of money.

After the negotiation, the undercover detective gave the person the location of the hotel meeting place.

Once the person arrived at the location, the person was arrested for solicitation of prostitution.

All subjects arrested were cooperative when contacted by arresting detectives.

The Sheriff Department states that the majority of the women advertised as prostitutes are victims of various types of abuse and/or human trafficking.

One issue that drives human trafficking is the demand for women to engage in sexual exploitation.

By conducting this type of operation, the intention is to deter people from searching for a prostitute, thereby reducing the demand and reducing the amount of women who fall victim to the abuse of human trafficking.

KILLED BY A CAR WHILE FIGHTING

A pedestrian was killed by a car after fighting with another men in the intersection of Fifth Street and Meta Street in Oxnard, authorities said.

Oxnard Police Officers arrived to the scene where they located an injured male subject in the intersection.

The victim was transported to the Ventura County Medical Center (VCMC) where he underwent emergency surgery, but later succumbed to his injuries.

The preliminary investigation revealed that the victim was possibly involved in an altercation with an unknown subject in the intersection.

Immediately following the possible altercation, the victim was struck by an older model white SUV.

After the victim was struck, the vehicle fled the scene.

Detectives are currently canvassing for video surveillance from the businesses in the area and following up on statements obtained from witnesses who were at the scene.

The death of this subject is considered to be suspicious at this time.

Detectives are asking the public to come forward if anyone has witnessed this incident.

LOMPOC STUDENTS CAUGHT USING DRUGS

The ongoing drug crisis hit Monday morning three high schools in Lompoc after six of its students are recovering after authorities say they were taken to the hospital for being under the influence of Alprazolam, commonly known as Xanax.

As a result of the investigations one student was arrested for distribution.

The first incident occurred at Cabrillo High School when a teacher observed a student who appeared to be under the influence of a controlled substance and immediately reported it to school officials who, in turn, notified the school’s resource officer, according to the Santa Barbara County Sheriff’s Office.

Soon after, authorities say Sheriff’s deputies received a report of a second incident at Maple High School.

In that case, a student from the Community Day School walked into the office at Maple High School and appeared to also be under the influence of a controlled substance.

Investigating deputies also located a car in the parking lot with three teenage girls from Maple High School passed out inside the vehicle, and a fourth «impaired» girl outside the car. Paramedics determined the girls were under the influence of Xanax as well as the students from Community Day School and Cabrillo High School.

The student from Community Day School was arrested during the deputies’ investigation for possession and distribution of Xanax.

Authorities say he was found with more than 70 Xanax pills on his person.

The teen, who is currently on probation, was taken to Santa Barbara County Juvenile Hall after being released from the hospital.

Deputies also arrested the Cabrillo High School student for violating his probation.

The Sheriff’s Office reminds the community to properly dispose of unwanted or unneeded prescribed medications such as Xanax to avoid incidents of this nature, and explains that Xanax can be fatal if abused.

WHOLEFOODS GETS BIG FINE

A Yolo County Superior Court Judge has ordered Whole Foods Inc. to pay more than $1.6 million for mishandling hazardous wastes and materials throughout the state of California.

Judge Thomas E. Warriner has ordered Whole Foods Market California Inc. and two related entities to pay $1,643,500 as part of a settlement of a civil environmental prosecution.

More than $200,000 of this amount will support various environmental projects, including the prosecution of environmental violations in the counties that lack the expertise and resources to prosecute these types of violations.

A total of 21 California District and City Attorneys, including Santa Barbara District Attorney Joyce E. Dudley, worked on this case.

“All businesses that operate in Santa Barbara County must comply with state environmental laws, and we are pleased that today’s settlement resolves this matter with Whole Foods,» said Dudley.

«Due to the cooperation of the Whole Foods companies throughout the investigation and prosecution, we were able to work toward a fair resolution,» she said.

Under the settlement, the Whole Foods entities must pay $1,202,800 in civil penalties, $202,800 to reimburse the cost of the investigation and $237,900 to fund supplemental environmental projects furthering consumer protection and environmental enforcement in California.

Of those totals, the Santa Barbara County District Attorney’s Office will receive $3,750 in civil penalties and $900 in cost recovery, and Santa Barbara County Environmental Health Services will receive $1,500 in civil penalties.

According to the District Attorneys’ complaint, Whole Foods, Mrs. Gooch’s Natural Food Markets, and WFM-WO Inc. mishandled hazardous wastes and materials throughout the state over a five-year span.

The hazardous wastes and materials included batteries, ignitable liquids, and other flammable, reactive, toxic materials.

At the start of the investigation, Yolo County regulators found the companies’ documentation of employee hazardous waste training to be incomplete. A statewide check confirmed these deficiencies were systemic.

The judgment requires the companies to properly label, package, and store hazardous waste to minimize the risk of exposure to employees and customers, and to ensure that incompatible wastes do not combine dangerous chemical reactions. The judgment also requires the companies to properly document their hazardous waste and dispose of their hazardous waste at authorized disposal facilities.
