total of four people were arrested and more than 100 citations were issued as police battle illegal street racing in Oxnard.

Multiple calls from local residents about large numbers of vehicles gathering and causing disturbances at different locations in the city led to night operations on Feb. 2 and 9, Oxnard police said.

City police, who worked with the California Highway Patrol on the enforcement, said there has been an uptick in this activity in Oxnard and throughout the county.

«Street racing, drag racing, drifting and other forms of unpermitted driving create a very dangerous environment for everyone around. We encourage these groups to find legal, permitted, and official locations to show their vehicles,» police said in a news release.

Police said unsafe vehicles and driving practices will not be tolerated.

As a result of the operation four people were arrested and four vehicles were impounded, police said.

The offenses included speeding, outstanding warrants and narcotics violations, police said. Officers stopped 150 vehicles and issued 139 citations, authorities said.

JUDGE KILLED HIMSELF AND SOMEONE ELSE

Ventura police are investigating a murder-suicide that occurred at a home in the 5500 block of Dorsey Street in Ventura late Sunday night.

Police were called out to the scene just after 11 p.m. after neighbors called reporting a verbal argument, but retreated to a safe location after hearing gunshots coming from inside the residence.

Members of the Crisis Negotiations team and SWAT were brought in to assist with negotiations with whom police said was a male occupant, later identified as 69-year-old Herbert Curtis, a retired Ventura County judge.

Police say Curtis told them he was armed with a gun and refused to come outside.

Police eventually learned about a woman shot inside the home after deploying a listening device into the residence.

At about 2 a.m. Monday, SWAT entered the residence to rescue the woman.

Police discovered 54-year-old Ventura resident Patricia Payne inside the home suffering from multiple gunshot wounds, and immediately took her to an awaiting ambulance.

She was taken to the hospital where she later died from her wounds.

Investigators also discovered Curtis inside the house with a self-inflicted gunshot wound. He was pronounced dead at the scene.

No one else was inside the home at the time the incident occurred. Evacuated neighbors waited in the Police Department’s lobby until the incident ended. No officers were injured.

The Superior Court of California – Ventura County released the following statement:

«The Court acknowledges the passing of Judge Herbert Curtis, III, retired. Judge Curtis sat as a Judge for the Ventura County Municipal Court from 1984 until 1998. In 1991, Judge Curtis served as the Presiding Judge of the Ventura County Municipal Court. In 1998, Judge Curtis was appointed to the Ventura County Superior Court, where he served until his retirement in 2007.»

«The news of his passing is met with great sadness. Judge Curtis invested decades of service to the County of Ventura, initially as a criminal prosecutor and thereafter as a Judge. The Court acknowledges Judge Curtis’ contributions and extends its condolences to his family.»

MAJOR CONSTRUCTION IN CARPINTERIA

Major road construction will be taking place on Highway 101 as crews look to improve local circulation and freeway access in Carpinteria.

The primary areas for construction are at Linden Avenue and Casitas Pass Road. Highway interchanges will be updated with new bridges and freeway ramps. Via Real will be connected across Carpinteria Creek through a new roundabout up to Linden Avenue.

New bridges will be built over Carpinteria Creek on Highway 101 and Via Real and four new sound walls will be built to reduce freeway noise in nearby neighborhoods.

Bike and pedestrian improvements will be added along Via Real, connected along Carpinteria Creek, and on the bridges over Linden Avenue and Casitas Pass Road.

Construction will occur from fall 2016 through 2020. Highway 101 will have two lanes open in each direction and local roads will remain open during daytime construction.

There will be nighttime closures as needed.

Linden Avenue will be closed over Highway 101 for approximately three weeks in 2018. New roads, bridges, ramps and bikeways will open in 2018, 2019, and 2020.

The project is the third phase of widening Highway 101 between Santa Barbara and Mussel Shoals. Eight of the 16 miles in this area have already been widened to include three lanes in each direction.

The Highway 101: Linden and Casitas Pass Project is a $60 million construction project funded by state and federal taxes. The project is a partnership between Caltrans, the Santa Barbara County Association of Governments and the City of Carpinteria.
