Ventura County reports 11.8% drop in homelessness in 2026 point-in-time count

The count, conducted on January 28, identified 1,755 individuals experiencing homelessness — a reduction of 235 people compared to 2024. Since 2023, homelessness in Ventura County has declined by 28%, according to officials.


Local leaders attributed the decrease to expanded investments in permanent supportive housing, homelessness prevention programs and coordinated encampment response efforts under the Ventura County Board of Supervisors-backed homelessness plan adopted in late 2023.


“Behind every number in this report is a person whose life is improving,” said Jeff Gorell, chair of the Board of Supervisors. “This progress reflects a strong, community-wide commitment to expanding housing, strengthening prevention and meeting people where they are.”


Permanent housing: Nearly 600 affordable housing units were added, including more than 270 permanent supportive housing units dedicated to people experiencing homelessness.


Prevention programs: Increased funding for rental assistance and landlord engagement has helped at-risk households remain housed.


Encampment response: State grants and coordinated efforts between Ventura County and local cities have led to the resolution of multiple encampments through housing placements and outreach services.


The Point-in-Time Count follows federal guidelines established by the U.S. Department of Housing and Urban Development and includes individuals living unsheltered, in emergency shelters and in transitional housing. About 400 volunteers participated in the countywide effort.


Officials said the data will help guide resource allocation, identify service gaps and shape policy decisions moving forward. Ventura County receives federal and state funding to support emergency shelters, rapid rehousing, street outreach and long-term housing solutions.


A full report, including additional data from the Homeless Management Information System, is expected to be released in May 2026.
