Ventura County Assessor Keith Taylor has officially certified and delivered the 2025 Annual Assessment Roll to Auditor-Controller Jeff Burgh as of Thursday, June 26—several days ahead of the statutory July 1 deadline.
The 2025 roll sets a new record with $187 billion in taxable property, reflecting the continued strength and resilience of the county’s property tax base despite a cooling in residential real estate transactions.
According to the Assessor’s Office, the total roll increased by 4.3% compared to the previous year. Of the approximately 290,000 assessments enrolled, more than 208,000 properties received the standard 2% increase under Proposition 13, the 1978 California ballot initiative that limits annual property tax increases for properties not sold or newly constructed.
Properties that have changed ownership or undergone new construction may see higher adjustments based on their updated market value.
The Assessor’s Office will begin mailing assessed value notices to roughly 250,000 property owners in mid-July. These notices will reflect property values as of the lien date, January 1, 2025.
In addition to capturing increased values, the 2025 Assessment Roll includes the application of numerous property tax exemption programs. These exemptions provide tax relief for eligible owners such as disabled veterans, religious institutions, nonprofit organizations, hospitals, colleges, museums, and providers of low-income housing.
This year, more than $6.2 billion in property value was exempted—an increase of 1.4% from 2024.
Property owners who believe the assessed value of their property exceeds its market value as of January 1, 2025, are encouraged to contact the Assessor’s Office at (805) 654-2181 or visit assessor.venturacounty.gov for assistance.
To formally appeal an assessment, owners may file an Assessment Appeal Application with the Clerk of the Assessment Appeals Board between July 2 and September 15. Applications can be obtained by calling (805) 654-2251 or visiting venturacounty.gov/cob/aab.
Ventura County Assessor Sends 2025 Annual Value Notices to Property Owners
The Ventura County Assessor’s Office has started mailing approximately 250,000 Annual Value Notices to property owners, informing them of their property’s assessed value as of January 1, 2025.
Of these, approximately 205,000 are postcards that show the standard 2% increase under Proposition 13. Additionally, more than 5,700 notices indicate that a property’s market value is lower than its Prop. 13 factored base year value, resulting in a temporary reduction in the property’s assessed value.
Each year, the Assessor’s Office handles over 30,000 inquiries and remains available to help property owners with questions regarding their assessments. Property owners with questions about their 2025 value notice are encouraged to contact the office by phone at (805) 654-2181, by email at assessor.info@ventura.org, or by visiting assessor.venturacounty.gov.
