Former Oxnard Police Officer Faces Two Felony Theft Charges

At the time of the alleged offenses, Vines was employed as a police officer with the City of Oxnard.

“Police officers have a duty to protect and serve the community,” Nasarenko said. “When that trust is broken, they must be held accountable.”

Vines is accused of using a city-issued fuel card to purchase gasoline for his personal vehicle. The purchases allegedly took place between September 2022 and May 2024, totaling over $3,300.

Additionally, Vines faces an accusation of stealing approximately $1,200 from a detainee on May 5, 2024. According to the report, Vines was in charge of the detainee’s personal property, which included cash, following the arrest carried out by the Oxnard Police Department. Before booking the detainee into the Ventura County Jail, Vines allegedly stole most of the cash from an envelope.

The Oxnard Police Department investigated both incidents.

“We take such matters very seriously and hold accountable those who cross the line, including our own employees,” said Oxnard Police Chief Jason Benites. “No one should be above the law.”

The case is being handled by Senior Deputy District Attorney Tony Wold, a member of the Ventura County District Attorney’s Office Public Integrity Unit. Vines was arraigned this morning in Ventura County Superior Court, where he pleaded not guilty. His next court appearance is scheduled for an early disposition conference on December 11, 2024, at 1:30 p.m. in courtroom 11.
