Registered Sex Offender Sentenced for Distributing Child Sexual Abuse Material

Rosen had a prior conviction for possessing CSAM in 1997, and was ordered to register as a sex offender for the rest of his life.

In July 2021, the National Center for Missing and Exploited Children received a Cybertip from a web service provider, regarding emails that were detected as possibly containing known CSAM. A law enforcement investigation determined that Rosen was distributing CSAM going as far back as 2006. On multiple dates between 2006 and 2021, Rosen traded CSAM with others in an organized group using email. They also discussed their shared desire to sexually abuse children. On April 13, 2022, a search warrant was executed at Rosen’s Simi Valley home. Images of children engaged in sexual conduct, including toddlers, were seized from Rosen’s computers. He was arrested and has been in custody ever since.

Senior Deputy District Attorney Howard Wise, a member of the Ventura County District Attorney’s Office Fraud and Technology Crimes Unit, prosecuted the case.

“Rosen found like-minded people on the Internet, and this legitimized for each other behavior that society uniformly abhors,” Mr. Wise said. “We must end the sexual exploitation of children in every form.”

The criminal investigation was conducted by the Ventura County District Attorney’s Bureau of Investigation, Simi Valley Police Department, Federal Bureau of Investigation, and the Southern California High Tech Task Force.
