Thousand Oaks Man Arrested for Possession and Distribution of Child Pornography

The arrest was the result of a two-month investigation initiated after multiple CyberTipline reports were submitted by the National Center for Missing and Exploited Children (NCMEC). The investigation included search warrants and digital forensic analysis.

Moreno is facing charges under California Penal Code sections 311.11(a) for possession or control of child pornography; 311.1 for possession of child pornography and offering to distribute it; and 311.2(c) for distribution and possession with intent to distribute such material to an adult.

The investigation found that CSAM transmissions were linked to Moreno through a social messaging application.

Detectives from the Major Crimes Unit, the Thousand Oaks Directed Enforcement Unit, and the Southern California High Technology Task Force executed search warrants at Moreno’s home and workplace.

On May 14, 2025, Moreno was arrested on the listed charges and booked into East Valley Jail. Bail was set at $50,000. He later posted bail and was released pending arraignment, which is scheduled for May 29, 2025, at 8:15 a.m. at the Ventura County Superior Court.
